Have you looked at RedPhone/TextSecure (Android) and Signal (ios)?  I haven't used them but they supposedly are quite good.  The apple messaging that routes online is supposed to be pretty secure too, although that one is not cross platform.

I guess my thought at the end of the day would be to just buy some EDV and forget about it if you want to extend the duration (increase volatility) some more.  Messing around buying and selling individual treasuries is a lot of hassle, and IIRC some have said they faced unforeseen transaction costs ...

My Fidelity 401k and Vanguard Roth IRA have commission free trading for US Treasuries. I'm also curious if keeping the maturity between 25-30 years makes any difference vs. 20-30. VTI is more "pure PP", but I think either will be fine at the end of the day.  Pick whichever you'll be less inclined to mess with later; or do a little of both.

If you're really worried about timing the market I would suggest rebalancing early vs. replacing funds.  This will allow you the opportunity to catch gains on the low side as well.  I think maximum volatility should be the goal in the various asset classes.

I have a friend on republic wireless who seems pretty satisfied.  Wifi calling is integrated.  There are different tier levels depending on what kind of data you want.  You will have to buy one of their phones.
