My wife and I definitely include the emergency fund as part of PP cash holdings.  I think people would be surprised if they add up all of the buckets of savings and life costs how easy it is to get close to  25% cash.

We use a spreadsheet we call a savings tracker which tracks all of the savings goals(electronics replacement to car repair, emergency fund to vacation).
