annuity-related "ING Fixed Account" fund acceptable for CASH portion?

Is this annuity-related "ING Fixed Account" fund acceptable for the CASH portion?

This may be the only CASH option for my friend I'm advising with limited/bad 457 fund options, although he is supposed to send me the complete fund list.  Perhaps there is a money market fund on the list that would be better than this "ING Fixed Account"

This looks similar to Drewskers' post on "TIAA Traditional Annuity for the cash portion" http://gyroscopicinvesting.com/forum/in ... opic=478.0

My guesstimate is that yes, this "ING Fixed Account" could be used if there are no other options, but should be avoided.  My guesstimate is that for the CASH asset class.  Could you confirm/correct this guesstimate?
100% Treasury ST fund like SHY >
a money market fund with some Treasury & some non-Treasury crap >
an annuity-related fund like "ING Fixed Account"

There is some text in the 1-page ING Fixed Account prospectus my friend sent that seem questionable: "The interest rate guarantees under the contract are subject to ILIAC's claims-paying ability."  Prospectus link http://www.scribd.com/full/47854866?acc ... p7q13i5rt5
