If a Hurricane hits a city already Quarantined due to the Coronavirus, how will it be Evacuated?

Suppose a city that's prone to catastrophic hurricanes is quarantined due to widespread coronavirus cases. Then when hurricane season comes along, a massive hurricane similar to Irma, Katrina, etc is about to directly hit that city, leaving it flooded and uninhabitable. How would it be handled?

Without the coronavirus, the city will be evacuated to to ensure more people will survive. But suppose large numbers of people are infected with the coronavirus. The evacuees will likely spread the virus all throughout the country.

Another option is to throw the entire military there to quarantine the city and the surrounding areas, assuming the military is far enough to withstand the hurricane. This will lead to massive deaths, perhaps in the millions.

Yes, this scenario is very unlikely but suppose this extreme black swam were to play out, is there a better option than the other two I've discussed?
