Two core problems
1) Personal freedom has been increasing and everyone agrees thats good. Punishment for drug use has been decreasing, eventually why not sell heroin at 711. Anyone who's never had an opiate high, combined with sustained access to it, might not be able to understand the problem.
2) The political will to move the homeless isn't there. Slippery slope to concentration camps, both bleeding-hearts and some libertarians will say. Perhaps we should get rid of public spaces.
