Gyroscopic Investing

I've never purchased an etf before and would like to purchase SHV and SHY. Where would you recommend I purchase these? Scottrade, E-trade, Vanguard, etc.?

I bought the ETFs at Vanguard, where I have an account The cost was $2 for each ETF except VTI which is a Vanguard ETF.
