Rowland's and Lawson's book suggests db X-Tracker Sovereign Eurozone 25+ (X25E) and iShares Barclays Capital Euro Government Bond 15 to 30 Year (IBCL).

with ETF's we can buy/sell wherever we want, with direct Bonds they have to be there until maturity?
If we want the money back we have penalities?

You should be able to sell individual bonds freely as well. I don't know about non-US bond markets, but here in the USA, the market for treasury bonds is incredibly liquid and selling at will is not a problem. Needless to say, there's no "penalty" for this since you're just selling an asset to someone else. Of course, that also means you'll trigger your country's capital gains tax if the bond you're selling has appreciated in value.
