Gyroscopic Investing

Decision Moose has just changed their investment from U.S. small caps (IWM) to Europe equities (IEV). It has been outperforming U.S. markets recently. Any opinions on IEV or Europe in general?

I like the idea of a little international diversification. My sole VP position is VT, which is a long term buy and hold.
