Gyroscopic Investing

I came across an article that proposes a 100-point rating system for investments such as mutual funds and ETFs.  Since it "rates" the Harry Browne's Permanent Portfolio, I thought to reference it here.  I left a comment with a summary of criticisms of any rating system.
