Does anyone know where to buy pre-owned high-end watches, Rolex, etc?

Probably estate sales or ebay. I bought a mid-range watch online from a dude in Germany. The transaction went fine.

Find a reputable place that repairs high end watches. There are lots of them on the internet.
Once you find a place that does a good job repairing high-end watches, ask them about the used watches they have for sale. They all sell them and everything they sell is normally freshly serviced by them and they will provide a warranty on the service.
