NSA bulk data collection program shuts down

The National Security Agency will no longer be able to collect phone records in bulk starting Nov. 29, the Office of the Director of National Intelligence said in a statement Friday.
The program's closure was required by the USA Freedom Act, signed by President Barack Obama in early June. The program was allowed to continue since then as part of a six-month wind-down period, in which intelligence officials could create and test a new phone records program where the government can only obtain records connected to a specific entity like a person or device that is associated with a foreign power or terrorist group.
Interestingly, the Nays were evenly split in the house but overwhelmingly Republican in the Senate, and a much smaller percentage of House Republicans voted Nay compared to the percentage of Senate Republicans. The House Republicans seem to be much more Libertarian than their Senate colleagues.

I'd wager tenure for Senate Republicans is an order of magnitude over that of House Republicans, so they have more crony profits at risk.

Not sure I followed you correctly, but I think libertarians would want to vote Nay for the Freedom Act because it extends the Patriot Act provisions instead of letting them sunset. See:
