I've never been in an area with utility competition of any kind, so I really have trouble understanding how it even works. I'm paying the normal/only rate for the electrical and water (such as they are) services for my area.

Ditto. I’ve never lived in an area with choices for water/sewage, gas, or electricity utilities.
