Yep, sounds like Berkeley. Well, the homeless in San Francisco are way too aggressive. At least, they were when I was there for a month in the mid-nineties. Maybe this will calm them down.

This reminds me of the story about a third grade class election.  One little boy gives his candidate presentation to the class about how he will assure good reading and writing materials are available, how he will encourage good class behavior so the teacher will treat them well, how his dad is the principal, yada, yada, yada.  A little girl stands up when it is her turn to address the class and says, I will give you free ice cream.  She was immediately elected.

Free weed for the poor almost sounds like something Republicans could get behind if it depressed their voting rate.
Human behavior is economic behavior. The particulars may vary, but competition for limited resources remains a constant.

I have this image in my head of Berkeley renaming the soup kitchen the "Weed & Feed" and serving "medicine" along with the minestrone.
